COPINH (CIVIC COUNCIL OF POPULAR & INDIGENOUS ORGANIZATIONS OF HONDURAS) CALLS FOR INSURRECTION, IF THE PEOPLE ARE NOT CONSULTED

There will be insurrection and civil disobedience if there are any attempts to impede the Executive Branch’s promotion of a community consultation regarding the formation of a Constituent National Assembly.
Today, outside the Public Ministry, over one hundred campesino and campesina members of COPINH, machetes in hand, staged a protest.  In a comuniqué distributed to the press, COPINH sent out a
“call to all sectors of Honduran society, stating that if the obscurantist and power groups and the transnationals and their spokespersons deny us our right to a consultation and to reforms to transform Honduras into a people’s democratic state, we will organize a massive popular insurrection.  Our insurrection will be inspired by the spirit of Lempira, Francisco Morazán, Visitación Padilla, Graciela García and Juan Manuel Cálix, amongst others.”
The communiqué states:
“For decades, the indigenous peoples have been subjected to killings, imprisonment, discrimination and torture of all kinds, … We therefore maintain our conviction to struggle for true peace, with intercultural democracy, justice, liberty and development.”
COPINH underlines the fact that community consultation is a basic right, as well as being an excellent opportunity to create a judicial constitutional context for recognition of linguistic rights and the territorial rights of indigenous and black peoples, as well as those of children, workers and youth.
The communiqué points out that the consultation will respond to the right of the people to direct democracy, to make it possible for the people to achieve self-determination, freedom of expression, public accountability, transparency and a justice system that does not tolerate abuse and impunity.
Berta Cáceres, co-founder of COPINH, maintained that
“not only do we want a popular consultation (known as the “Cuarta Urna”, the fourth ballot box), but we also want a popular and democratic Constituent National Assembly. We want constitutional reform in favour of the majority.”
When asked if she supports maintaining the present political parties, Cáceres answered
“we do not agree with continuismo because it means carrying on with the same neoliberal policies that place power in the hands of the transnationals, big business and the 25 rich families that have mercilessly sacked this country."
Cáceres explained that by insurrection, they mean that people will rise up to defend their legitimate rights, because
“we do not want this country to continue selling out to the transnational mining companies, Miguel Facussé, Fredy Nasser and the Roble y Coyolito group.
“The Honduran people have had enough of those tired old political sectors - they have no credibility; we are fed up with those corrupt political representatives who have sold this country to the maquileros.  There are groups who want women to live like we did three hundred years ago in the time of the Inquisition, with no rights - this is why we must fight against the capitalist system.” Cáceres stated.
The indigenous leader, Salvador Zúniga, said that
“reforming the constitution means writing a new constitution in which the state must institutionally respond to the need for justice in the country. It also means creating a context of justice that recognizes the rights of the indigenous people.”
“The right to natural resources, freedom of expression, freedom of thought and the right to direct democracy - these are the rights that will form the basis of a new constitution.”
He added that there is a general will amongst the people of Honduras to rid the country of obscurantist and powerful groups who want to impede the progress of democracy and the drive to create a state that will do away with alarming rates of poverty.
“We are being denied a basic right; democracy is the people’s power and in a democratic system the people rule - not the queen, not the king, not the National Congress and the controlling power groups. Why, then, should the people be denied the opportunity to be consulted?” said the leader.
Last week, representatives of a number of civil society groups met to back up Manuel Zelaya Rosales’ project to carry out a community consultation in June. The people would be consulted on the initiative to install a Constituent National Assembly and draw up a new political constitution.
On May 12, the Contentious Administrative Court found in favour of a request from the Public Ministsry to declare the fourth ballot promoted by the Government of Manauel Zelaya null and void.  The judge’s resolution was emitted without suspension of the fourth ballot, which means that for the time being, the Executive Branch can continue with the campaign for a consultation regarding a Constituent National Assembly.  The decision was read this morning by Judge Zelaya Saldana.
COPINH considers that the Public Ministry answers only to the power groups and to conservative political groups who do not want progress to create a true justice system and institutional structure that would benefit the people of this country.

Habrá insurrección y desobediencia civil si se trata de evitar la consulta popular que promueve el Poder Ejecutivo en torno a la instalación de una Asamblea Nacional Constituyente.  Así se manifestaron con machetes en mano, hoy frente a las instalaciones del Ministerio Público, más de un centenar de campesinos y campesinas, integrantes del Consejo Coordinador de Organizaciones Populares e Indígenas (COPINH).
En un comunicado distribuido a la prensa el COPINH manifiesta “nuestro llamado a todos los sectores de la sociedad hondureña a que si los oscurantistas de los grupos de los grupos de poder, las transnacionales y sus voceros, nos niegan el derecho a la consulta y a la  refundación del estado hondureño, como un estado popular y democrático, desarrollaremos la más grande insurrección popular”.
Dicha insurrección estaría inspirada en Lempira, Francisco Morazán, la heroína Visitación Padilla, Graciela García y Juan Manuel Cálix, entre otros.
El documento establece que los pueblos indígenas han experimentado durante décadas, asesinatos, encarcelamientos, discriminación y torturas de toda clase, por eso “mantenemos nuestra convicción de luchar por una verdadera paz, con democracia intercultural, justicia, libertad y desarrollo”.
El COPINH recalca que la consulta es un derecho fundamental, además de una valiosa oportunidad para construir un marco jurídico constitucional que reconozca los derechos lingüísticos, los derechos territoriales de los pueblos indígenas y negros, de los niños y niñas, trabajadores y trabajadoras y los derechos de la juventud.
El comunicado señala que la consulta permitirá el derecho que tiene el pueblo a la democracia directa, que haga efectiva la soberanía popular, la libertad de expresión, la rendición de cuentas, la transparencia y la administración de justicia que termine con los abusos y la impunidad.
Berta Cáceres dirigenta del COPINH, sostuvo que “no solo queremos la consulta popular llamada cuarta urna sino que queremos una Asamblea Nacional Constituyente pero no cualquiera, sino que popular y democrática. Pero además de eso la refundación de nuestro país a favor de la mayoría”.
Consultada si apoya el continuismo, la dirigenta respondió que “nosotras no estamos de acuerdo con el continuismo, continuismo es que sigan las políticas neoliberales, que siga el poder en las transnacionales, en los empresarios, en las 25 familias ricas de este país que la han saqueado inmisericordemente”.
Cáceres recalcó que la insurrección quiere decir levantar al pueblo en defensa de sus derechos legítimos, porque nosotros no queremos que este país se siga dando a las transnacionales mineras, a Miguel Facussé, Fredy Nasser y al grupo Roble y Coyolito.
“El pueblo hondureño está harto de esos sectores políticos gastados, que no tienen credibilidad, estamos hartos, ya no queremos esos diputados y diputadas corruptas que han vendido este país, que solo le sirven a los maquileros”.
“A los grupos que quieren que las mujeres vivamos como hace 300 años en el período de la Inquisición, sin reconocer nuestros derechos, por eso es que es necesario luchar contra el sistema capitalista”, recalcó la dirigenta.
Por su parte, el líder indígena, Salvador Zúniga expresó que refundar el país es emitir una nueva constitución política en la cual se configure un estado con una institucionalidad que responda a las necesidades de justicia del país, también significa el crear un marco jurídico que reconozca los derechos como pueblo”.
“El derecho a los recursos naturales, el derecho a la libertad de expresión, el derecho a la libre emisión del pensamiento y el derecho a la democracia directa, estamos en ese sentido planteando la refundación”, explicó Zúniga.
Añadió que hay una voluntad generalizada del pueblo de Honduras de no permitir que los grupos oscurantistas, que los grupos de poder detengan los anhelos por profundizar la democracia en el país, para crear un estado que revierta esos índices de pobreza alarmantes.
“Cuando se nos niega un derecho tan elemental, la democracia es el poder del pueblo y en el sistema democrático el soberano es el pueblo, no es el rey, no es la reina, no es el Congreso Nacional y los grupos de poder fácticos, sino que el soberano es el pueblo, por qué entonces negar la oportunidad al pueblo de ser consultado”?, exclamó el dirigente.
La semana pasada, representantes de numerosos sectores de la sociedad civil se reunieron en la Casa de Gobierno para respaldar el proyecto político de Manuel Zelaya Rosales de realizar una consulta al pueblo en el mes de junio de este año, con el fin de instaurar una Asamblea Nacional Constituyente que redacte una nueva constitución política.
El 12 de mayo anterior, el Juzgado de Letras de lo Contencioso Administrativo declaró con lugar la demanda de nulidad interpuesta por el Ministerio Público en torno a la cuarta urna que promueve el gobierno de Manuel Zelaya.
La resolución ha sido emitida sin suspensión del acto reclamado, lo que significa que, por el momento, el Ejecutivo puede continuar con la campaña en torno a la consulta para convocar a una Asamblea Nacional Constituyente que varios sectores atribuyen como un intento de continuismo. El dictamen fue leído esta mañana por el juez Jorge Zelaya Saldaña.
El Copinh considera que el Ministerio Público que siendo un instrumento de grupos de poder, de los grupos políticos reaccionarios que no quieren que la patria avance y que se genere un verdadero marco jurídico y una institucionalidad para beneficiar al pueblo.
